Throughout treatment, the veterans progress is closely monitored by the judge and VA team to make sure that the veteran succeeds. The goal of VA voluntary drug rehab programs is to provide the veteran with the opportunity for rehabilitation, hopefully reducing the likelihood of future drug- and alcohol-related problems. Who Is Eligible for the VA Drug Rehab Program? To be eligible for the Veterans Alcohol and Drug Dependence Rehabilitation Program, you  must be enrolled in the VA health care system.
